Uganda Electricity Generation Company Limited (UEGCL), Uganda’s state-owned power producer, invites bids by 11 January 2021 from qualified consultants to act as Owner’s Engineer (OE) for the implementation of the Muzizi hydropower project on the lower course of the river Muzizi in Western Uganda. The consultancy services will include:
- serving as Owner’s Engineer (site supervision and commissioning);
- supporting UEGCL during implementation, commissioning and rectification of defects; and,
- following up the environmental and social impact mitigation measures.
The diversion-type project, with which will have a capacity of about 50 MW, is to be implemented under an EPC contract. It will include: a concrete dam with a height of about 14 m and a length of approximately 200 m, which will form a small reservoir for grid services and peaking capability; a 2.5 km-long, low-pressure headrace tunnel connecting the intake with the pressure shaft; a 1.6 km-long penstock, with surge and pressure shafts, partly laid in a pipe gallery tunnel; and, a powerhouse with three Pelton units, a control system, SCADA and balance of plant. The project site has a gross head of around 465 m and the plant will have a nominal design discharge of 12 m³/s. In addition, a high voltage switchyard, a 6 km-long, 132 kV transmission line, and a 6.5 km-long, 33 kV line, are foreseen. The project, which is to be realised using the Plant and Design-Build (FIDIC Yellow Book) Conditions of Contract, is to be co-financed by KfW Development Bank, the Agence Française de Développement and the European Union.
The contract will be awarded to an independent consultant with proven experience in the hydropower sector and the region, and a minimum annual turnover of €3 million/year for the last three years. Interested bidders are encouraged to collaborate with consulting companies and/or individual consultants, as well as specialized consultants/experts if deemed necessary to reinforce the required local, institutional or technical competence. The selection of the consultant will be subject to a Quality and Cost-Based Selection (QCBS) including post-qualification (One stage – 3 envelopes).
