Türkiye offers operating rights for Seyhan 2 and Yüreğir plants

Türkiye's Privatization Administration (OIB), under the auspices of the Ministry of Treasury and Finance, through its financial advisor, DRT Kurumsal Finans Danışmanlık Hizmeti A.Ş (Deloitte), invites bids by 18 December from domestic and international investors for the operating rights of the 7.5 MW Seyhan 2 and 6 MW Yüreğir hydropower plants for a period of 49 years.

The privatization of the two schemes and their associated fixed assets will be executed through the “Transfer of Operating Rights” method, according to the tender notice published on 1 November. The tender will be carried out through a negotiation procedure after receipt of sealed offers from more than one bidder. The tender will be concluded through an auction with shortlisted bidders with whom negotiations will continue. Operation of the plants, which are currently owned by the state power producer Elektrik Üretim A.Ş., will be awarded to the highest bidder. Legal entities and joint ventures can participate. Individuals and private investment funds can participate as members of a joint venture that includes at least one legal entity.

Both plants are located on the Seyhan river in the southern province of Adana. Seyhan 2, which has been operating since 1992, is equipped with three 2.5 MW horizontal axis Kaplan turbines supplied by Cegelec Dumont Neyrpic and generators by Cegelec Alsthom Moteurs. Yüreğir, which was commissioned in 1972, has a single vertical axis Kaplan turbine supplied by Maier and a generator manufactured by AEG.

Participants will be provided with the opportunity to visit the assets, upon application to the OIB. The fee for the information memorandum and tender specifications is TRY 60 000. Upon payment, bidders will be granted access to the virtual data room (USB memory stick). Investors wishing to submit a bid must submit their offers along with all documents listed in the tender specifications and a provisional guarantee of TRY 8 million by 18.00 hours on 18 December. Bids must be submitted in Turkish lira, and the tender will be evaluated and concluded on a cash price basis in Turkish lira. The tender amount may be paid either in full or in installments. If the payment is requested in installments, at least 35 per cent of the bid amount must be paid upfront on the signing date of the TOR Agreement.
