The Bhumibol Dam Floating Solar Project 1, which is planned to start commercial operation by 2027, is to be operated in hybrid mode with the existing hydropower plant. Bids are invited from individual companies, joint ventures or consortia for the design, procurement, fabrication, supply, delivery to site, insurance, project management, construction, installation, testing, commissioning, on-site training as well as plant and equipment guarantees, according to a tender notice published on EGAT’s website on 20 March.
The tender calls for a 205 MW crystalline silicon solar plant, along with a floating PV system, anchoring and mooring system, 33 kV electrical system, transmission lines, control and monitoring systems, and related software. The project, with a medium cost value of THB 4 billion (US$ 118 million), is to be funded from EGAT’s funds.
The Bhumibol dam, which was the first multipurpose dam in Thailand upon its commissioning in 1964, is the largest concrete arch dam in Southeast Asia, with a height of 154 m. The dam impounds a reservoir with a surface area of 300 km2 and a maximum storage capacity of 13 462 x106 m3. In addition to an installed generation capacity of 779 MW, it stores water for irrigation and provides flood mitigation.
EGAT’s hybrid solar-hydro plans, which align with Thailand’s Power Development Plan, target the installation by 2037 of 16 FPV projects totalling 2725 MW to be operated in hybrid mode with hydro on nine of its major reservoirs. To date two are in operation. A first 45 MW project on the reservoir impounded by the Sirindhorn dam in Ubon Ratchathani has been operating since 2021. A 24 MW project on the reservoir impounded by the Ubol Ratana dam in Khon Kaen Province began operation in March 2024. Bids were invited last July for a 140 MW FPV on the reservoir impounded by the Srinagarind dam.
Interested single bidders or joint ventures are required to obtain a License to Practice the Controlled Engineering Profession issued by the Council of Engineers of Thailand. In the case of a consortium, only the member responsible for the design or construction supervision work needs to obtain a license.
Bidding documents are available for purchase from EGAT up to 18 April at the below-mentioned address for a non-refundable fee of $1000 or THB 30 000.
