Consulting services for the proposed schemes will include the provision of technical assistance to attract private sector and/or PPP investment in mini-hydro projects.
The long-term objective is to reduce the dependence of the island nation located in the Gulf of Guinea on fossil fuel resources. The contract will entail: preparation of complete feasibility studies including technical and financial specifications for two to three mini-hydropower sites; elaboration of environmental and social impact studies; and, co-leading the preparation of the tender documents with project packages and management of a competitive bidding process. The contract, which will be financed by the Sustainable Energy Fund for Africa (SEFA), hosted by the African Development Bank, which has provided a US$ 1 million grant towards the cost of the mini hydro programme. The programme is to be implemented by the Government of São Tomé and Príncipe through the MOPIRNA.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff and so on). Consultants may constitute joint-ventures to enhance their chances of qualification. Eligibility criteria, establishment of the short-list and the selection procedure will be in accordance with the African Development Bank’s procurement policy framework and the provisions of the Financing Agreement at www.afdb.org.
