Project management consultant sought for Kyrgyzstan’s Toktogul Rehabilitation Phase 3

Kyrgyzstan’s state power producer Electric Power Plants (EPP) invites expressions of interest by 8 April from experienced consulting engineering firms to assist with the third phase of the rehabilitation of the 1200 MW Toktogul hydropower plant on the river Naryn in the western province of Jalal-Abad.

Bids are sought for the provision of technical assistance to the Project Implementation Unit of Rehabilitation of Toktogul HPP of Electric Power Plants for the implementation of the turnkey and large works contracts.

In particular, the firm will be responsible for supporting PIU in project administration, design and engineering, services, contracting, management control, procurement and expediting of equipment, materials control, inspection of equipment prior to delivery, shipments, transportation, control of schedule and quality, pre-commissioning and completion, performance guarantee testing during construction and commissioning of the project and through the defects liability period. The expected contract period is from 1 July 2020 to 30 June 2024.

The Toktogul Rehabilitation Phase 3 project aims to replace the two remaining turbine-generator units and associated auxiliary systems. The project will be implemented in accordance with the agreement between the Government of the Kyrgyz Republic and the Asian Development Bank on the financing of Phase 3, which was signed in December 2016. Implementation of Phase 3 will be synchronized with the Phase 2 project. The Phase 3 project entails the following procurement contracts: Toktogul turbine-generator units 1 and 3 replacement (procurement was performed under Phase 2); civil structure refurbishment; and, overhaul of the dam monitoring system in Toktogul, Kurpsai, Tashkumyr, Shamaldy-Sai and Uch Kurgan dams; all the dams form part of the Naryn cascade.
