Prequalification bids sought for small hydro in Jordan

The Water Authority of Jordan (WAJ) invites prequalification bids by 10 April for the development of two small hydropower plants at the Wadi Al Arab wastewater treatment plant (WWTW) and in the Al-Shounah area on a Design, Build, Operate basis under FIDIC Yellow Book rules.

The design, supply construction, operation and maintenance of the 1.2 MW Doaqara hydropower plant at Wadi Al Arab wastewater treatment plant (WWTW) and the 2 MW Al-Shouna hydropower plant in the Al-Shounah area are to be financed by the German Government through KfW Development Bank under the Climate Change Mitigation Measures in the wastewater sector in Jordan (Phase 2) and the Sanitation Programme: Nexus and Resources Protection (Component 4). The Doaqara plant at the Wadi Al Arab WWTP is designed to operate with a flow of 42 275 m3/day transferred via a DN700 ductile iron pipe (13 500 m long) with an elevation difference of around 320m. The plant will comprise one balancing tank of 3500 m3; a powerhouse with lifting devices; One Pelton turbine; One synchronous generator; One flywheel; One oil hydraulic governor; An automatic bypass valve (butterfly) and automatic inlet valve (spherical) and pressure reducing valves; Complete control system with SCADA for automated and remote-controlled operation; Step-up transformers 0.4/11 kV and Switch- and protection equipment. The Al-Shouna plant is designed to operate with a flow of 69275 m3/day transferred via a DN800 ductile iron pipe (14 000 m long) with an elevation difference of around 320 m. The plant will comprise two balancing tanks of 8000 m3 and 25 m3, respectively; an 360 m-long pipeline DN 800 PN 36; A powerhouse with lifting devices; One Pelton turbine; One synchronous generator; One flywheel; One oil hydraulic governor; Automatic bypass valve (butterfly) and automatic inlet valve (spherical) and pressure reducing valves; Complete control system with SCADA for automated and remote-controlled operation; Step-up transformers 0.4/11 kV; Switch- and protection equipment and about 3.5 km of 11 kV power transmission line with connected fibre optic cable for the SCADA system to be constructed between Al-Shouna and PS1.

The contractor shall operate and maintain the plant for a period of 24 month after completion. During the operations phase, the contractor will be paid a certain amount for each kWh generated.  After that period, the ownership, operation and maintenance shall be transferred to WAJ. The estimated duration for the design, construction and installation of the above-mentioned works is

15 months from the date of notification of award of the contract. This is followed by operation and maintenance for a period of 24 month until the end of the Defects Notification Period. Bidding will be conducted by means of the International Competitive Bidding procedure with qualification as specified in the KfW’s Procurement Guidelines.
