Prequalification bids sought for Kumbih 03 civil works in Indonesia

Indonesia's state-owned utility, PT Perusahaan Listrik Negara (PLN), invites prequalification applications by 9 May from construction contractors to carry out the main civil works and hydraulic steel structures for the 45 MW Kumbih 03 hydropower project on the island of Sumatra.

The run-of-river plant, which is to be built on the river Kumbih bordering the towns of Sidikalang in North Sumatra and Subulussalam in Aceh, is being financed by the German Ministry for Economic Cooperation and Development, through the German development bank Kreditanstalt für Wiederaufbau (KfW). KfW agreed to provide €85 million (US$ 99.9 million) to PLN for the project under an agreement signed in December 2017 (See H&D Issue 1, 2018). Kumbih III is designed to meet rapidly rising power demand in Northern Sumatra and lower the country’s carbon footprint.

Prequalification will be conducted through procedures in accordance with the applicable Guidelines for Procurement of the KfW, and it is open to all applicants from eligible source countries as defined in the Prequalification Document. A complete set of the prequalification documents, in English, for Lot 2 – Main Civil Works and Hydraulic Steel Structures – may be purchased on the submission of a written request to the address below and upon payment of a non-refundable fee of Indonesian Rupiah IDR 2.775 million including VAT by bank transfer to the account of PT PLN (Persero) at PT Bank Negara Indonesia (Persero) Tbk; Account Number: 6000666760. Prequalification documents will be emailed to the potential applicant after the transfer receipt is confirmed by PLN.

Applications for prequalification should be delivered to the address below before 14:00 hours (local time) on 9 May 2023 and be clearly marked “Application to Prequalify for Kumbih 03 Hydro Electric Power Project- Lot 2 Contract “Main Civil Works and hydraulic steel structures”.
