Pre-qualification for the proposed Mentarang Induk hydro project in Kalimantan, Indonesia

PT Kayan Hydropower Nusantara (PT KHN) plans to develop a sustainable hydropower project in Malinau Regency, north Kalimantan province, Indonesia. Located approximately 35k m upstream from Kota Malinau, the proposed hydroelectric project (MIHEP) is planned to deliver an installed capacity of 1 375 MW.

PT KHN is committed to maximizing: a) the economic value of MIHEP to Indonesia and b) the participation of Indonesian firms in the supply of goods and services to PT KHN. Both PT KHN and its contractors will need to comply strictly with relevant Tingkat Komponen Dalam Negeri (TKDN) regulations, as applicable. To this end, PT KHN expects that Indonesian firms seeking pre-qualification may need to form a Consortium or JV with an experienced international company to meet the eligibility criteria set out below.

Suitably qualified Consortiums are invited to participate in this pre-qualification if they meet the following eligibility requirements:

  • Pre-qualification for the proposed MIHEP civil works: At least one member of the bidding consortium or JV has been the main civil contractor for at least one major hydroelectric project in excess of USD 250 million in the last 15 years.
  • Pre-qualification for the proposed MIHEP main electrical and mechanical works: Electrical and mechanical manufacturer / supplier for at least one major hydroelectric project in excess of USD 150 million in the last 10 years, with a unit turbine generator size of at least 200 MW.

Interested participants are required to submit evidence of fulfilling the above mandatory eligibility requirements, failing which, the request for pre-qualification documents will not be considered.

Interested Participants that meet the eligibility requirements are required to: Email their interest to participate in either one or both pre-qualification exercises to: procurement@ptkhn.com. The subject heading of the email should be “Interest to Participate in Pre-Qualification for Proposed MIHEP Main Civil Works” and / or “Interest to Participate in Pre-Qualification for Proposed MIHEP Main Electrical & Mechanical Works”. The email must include a named contact person and email address; company name and  address; and, attachments with evidence for mandatory eligibility requirements.

PT KHN will acknowledge receipt of participants’ email and verify the eligibility fulfilment and inform participants accordingly. Upon confirmation that eligibility requirements have been met, PT KHN will issue one set of the pre-qualification documents via email. Expressions of interest to participate should be submitted no later than 14 days before the submission deadline. PT KHN is not liable for any cost incurred in the preparation of this pre-qualification submission.

The completed pre-qualification documents shall be submitted via email to: procurement@ptkhn.com not later than 7th July 2021 at 3.00 pm (Jakarta time). Any submission received after the deadline will not be considered.
