Pre-qualification bids sought for E&M supply for Gabral Kalam, Pakistan …

Pakhtunkhwa Energy Development Organization (PEDO) invites pre-qualification bids by 7 April for the design, supply, installation, testing and commissioning of electrical and mechanical works and associated civil works for the Gabral Kalam hydropower project in Pakistan's northwestern province of Khyber Pakhtunkhwa. The 88 MW run-of-river project is to be developed under the Khyber Pakhtunkhwa Hydropower and Renewable Energy Development Project, with funding from the World Bank. The World Bank approved US$ 450 million in financing in September 2020 to support the development of hydropower and associated solar PV in Khyber Pakhtunkhwa, as well as strengthen the capacity of associated institutions in the province, as part of wider efforts by the multilateral bank to support Pakistan’s transition to renewable energy with the aim to reduce its reliance on fossil fuel imports and to lower the costs of electricity production.

The scope of works for Package 2 (civil structure, turbines, generators, electrical system, switchyard, power evacuation; Prequalification Reference No.PK-PEDO-211748-CW-RFB) covers the design, supply, installation, testing and commissioning of electrical and mechanical works as follows:

Mechanical Works (turbines, governors, inlet valves; HVAC system, mobile and gantry cranes, and other auxiliary mechanical systems); Electrical Works (generators, transformers, HV/MV switchgear, HV cables, power supplies, I&C, SCADA, telecommunication, GIS switchyard, and auxiliaries); Transmission lines (2.6 km long, 220 kV transmission line with loop-in loop-out arrangements to be connected to the 220 kV Matiltan hydropower plant transmission line, as well as an 11 kV transmission line to be connected to:

  • the Employer’s residential colony (2 km long);
  • the weir (7.5 km long); and
  • associated civil works (the powerhouse building, office buildings, workshop, protection works and infrastructure facilities and interconnections).

Quantities, locations and other information is described under Section VII ‘Scope of Works’ of the Prequalification Documents. It is expected that invitations to bid will be made in May 2021. Prequalification will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 Edition (Revised November 2017 and August 2018) (‘Procurement Regulations’), and is open to all eligible applicants as defined in the Procurement Regulations.

A complete set of prequalification documents, in English, can be purchased on the submission of a written application to the address below and on payment of a non-refundable fee of PKR 30 000 through Pay Order or Bank Draft drawn on a scheduled bank of Pakistan in favour of the Project Director, GKHPP, PEDO.  The document will be sent by courier for local delivery.

… and civil works prequalification bids are invited for the project

Meanwhile PEDO also invites pre-qualification bids, but with a deadline of by 8 April from eligible contractors to carry out the civil works for the Gabral Kalam Hydropower Project in Pakistan’s northwestern province of Khyber Pakhtunkhwa.

The scope of works for Package 1 (Civil Works – Water Conveyance Structure, access roads and bridges; Prequalification Reference No. PK-PEDO-211744-CW-RFB) includes the diversion weir/concrete dam, river diversion works during construction, a connecting channel, sandtrap, inlet pond, headrace tunnel, access tunnels, surge shaft, pressure shaft, pressure tunnel, penstock, and manifold, powerhouse excavation, tailrace and protection works, permanent and temporary bridges and access roads. It also includes the design, supply, installation, and testing of the hydraulic steel works (gates, stoplog, trashracks, steel liner/penstock, manifold).
