PLN tenders ESIAs for Grindulu and Sumatra pumped-storage projects

Indonesia’s state-owned, vertically-integrated power utility, PT Perusahaan Listrik Negara (PT PLN) invites expressions of interest by 5 September from eligible consulting firms to undertake an Environmental and Social Impact Assessment (ESIA) for the Grindulu and Sumatra pumped-storage projects.

The proposed 1000 MW Grindulu scheme in the province of East Java and the 500 MW Sumatra project in West Sumatra are among a pipeline of renewable energy infrastructure projects that have been identified by PLN and are at project preparation stage for further development and financing under the Just Energy Transition Partnership (JETP).

In December 2023 PLN, PT Sarana Multi Infrastruktur (Persero) (PTSMI), an Indonesian state-owned infrastructure financing and development enterprise, PT PLN, and Germany’s development bank KfW signed an MoU for technical assistance in connection with the project preparation of the Grindulu and Sumatra projects. Prefeasibility studies for both projects were completed in 2023, while feasibility studies for both projects are under way. The two ESIA studies which are subject of this prequalification will complete the ongoing feasibility studies.

The ESIAs will be co-funded by KfW in the framework of the Sustainable Hydropower Programme III.

The present prequalification tender concerns the preparation of separate Environmental and Social Impact Assessment (ESIA) studies for the two projects. A qualified international consultant may apply for: (i) the Grindulu study alone (Option A), (ii) the Sumatra study alone (Option B), or (iii) both studies (Option C). The studies, which are expected to take 18 months, will be prepared in two phases. Each phase comprises the following tasks: Phase 1: E&S scoping study including resettlement scoping and Phase 2: (i) Stakeholder Engagement, (ii) Preparation of the ESIA and the Report, (iii) Environmental and Social Management Plan (ESMP), (iv) Land Acquisition and Resettlement Action Plan (LARAP) including Livelihood Restoration Plan (LRP) and (v) Project Management and Capacity Development for PLN-E.
