Morocco’s state power and water utility, Office National de l’Electricité et de l’Eau Potable – Branche Electricite (ONEE-BE), invites proposals from qualified consultants by 6 July to undertake a series of studies into the optimization of the operation and evaluation of the potential of the Afourer hydropower complex.
The studies are designed to address technical issues related to the design and operation of the facilities as well as improving the use of water resources and the production and regulation services that can be offered to the national grid in the context of changes in the Moroccan power system. The assignment will require: a diagnosis and analysis to optimize the operation in pumped storage and conventional hydropower mode of the Afourer complex; assessment to optimize Afourer’s conventional hydropower potential; and, an analysis of the auxiliary units of the conventional hydropower plant.
The contracted work is to be financed by the Special Shareholder Fund of the European Bank for Reconstruction and Development (EBRD). The assignment, which has been estimated to cost €385 000 excluding VAT, is expected to start in 2020 and take approximately 13 months. Depending on the availability of funding, the results obtained by the selected consultant and the specific needs of the contracting authority, the mission may be extended beyond its current scope.
