EVN seeks electro-mechanical equipment for Ialy expansion project

Vietnam Electricity Power Projects Management Board No.2 (EVNPMB2), a subsidiary of the state-owned power producer and supplier Electricity of Vietnam (EVN) invites bids by 28 October for the supply of electromechanical equipment and related technical services for the Ialy hydropower plant extension project on the Se San river in the Central Highlands.

The project will see the 720 MW Ialy plant expanded to 1080 MW, with the installation of two additional units of 180 MW each in a new powerhouse to be built on the right side of the existing plant in the district of Chupad in Gia Lai Province and Sa Thay District in Kon Tum Province. Commissioned in 1993, it is the country’s third largest hydropower plant and the largest on the Se San, providing average annual output of 3.7 TWh.

The contracted works cover the design, manufacture, factory testing, delivery, guiding of installation, erection, testing and commissioning at site, operator training at site and guarantee of hydraulic turbines, generators, governors, control, supervision and protection system, and all related accessories. This will include two vertical shaft type Francis turbines with a rated output at generator terminals of not less than 180 MW and rated output at turbine shaft of not less than 183.3 MW and a rated synchronous speed of 250 rpm, complete with turbine shaft, guide bearing, bearing oil cooling systems and drainage systems for turbine head cover.

The expansion of the Ialy hydropower plant is being co-financed by Agence Française de Développement, which agreed a €74.7 million non-sovereign concessional loan with EVN in July of this year, with the balance to be financed by EVN and other credit institutions. The expansion aims to take advantage of water overflows to increase electricity production, but more importantly to improve peak load supply and grid stability, reinforcing its availability to integrate more renewable energy. It will also contribute to replacing fossil fuel production (estimated at 220 GWh/year) and avoid 68 kt of greenhouse gases emission per year as well as improving irrigation water supply for downstream areas in the dry season. Its development will help meet projected annual electricity demand growth of 6-7 per cent between 2020 and 2030 through the promotion, development and optimization of renewable energy projects.
