ESIA sought for rehabilitation of Nalubaale and Kiira in Uganda

Uganda Electricity Generation Company Limited (UEGCL), Uganda’s state-owned power generation company, invites Expressions of Interest (EOI) from qualified consultants by 9 August to undertake an Environmental and Social Impact Assessment (ESIA) for the planned rehabilitation of the 180 MW Nalubaale and 200 MW Kiira hydropower plants on the White Nile in the eastern district of Jinja.

The Nalubaale and Kiira Hydropower Plants Rehabilitation Project will entail the rehabilitation of all ten 18.6 MW units of Nalubaale over six years with the aim of preserving the current generating capacity of the plant for another 30 years as well as the replacement of old hydromechanical equipment and modernization of the operation and monitoring system of the Kiira station. The project will also involve the restoration of the river bank to maintain the stability of the infrastructure. The main objectives of the ESIA are to design a project, which respects the environment and local population by jointly defining activities and measures that need to be implemented to improve the environmental and social quality of the project, and to inform decision making by verifying the social and environmental viability of projects put forward for financing and thus limit legal, financial and reputation risks.

Financial and technical support is being provided to UEGCL by the Agence Française de Développement, the EU and the European Investment Bank.

The Nalubaale power station, formerly known as Owen Falls Dam, was commissioned in 1954 and is the oldest hydropower station in Uganda. Kiira, which operates next to the Nalubaale power station, is equipped with five 40 MW units, and has been operating since 2003.

Interested consultants should provide information demonstrating that they possess the required qualifications to perform the services, supported with relevant documentation (detailed in the document to be made available to consultants upon request via email at: pdu@uegcl.go.ug). In addition to holding a valid trading license or equivalent, a certificate of registration and a valid certificate in quality management systems from an international standard certification body (such as ISO 9001 Quality Management Certificate or equivalent), interested bidders must show evidence of carrying out at least three ESIAs for large infrastructure projects in the past 10 years, including at least two projects concerning the construction or rehabilitation of a large hydropower plant with at least one in Africa.

Consultants may associate with other firms in the form of a joint venture to enhance their experience.

Only shortlisted consultants shall be considered for Requests for Proposals. Sealed Expressions of Interest (one original and three copies (One searchable PDF copy of the complete EOI shall be submitted on external drive (memory stick/flash drive) with the proposal) must be delivered to the address below by 11:00 am on 9 August.
