EPS expects to invite bids in late January 2024 for the replacement of the electro-mechanical equipment of all four plants that comprise the cascade in the lower stretches of the Vrla River in southeastern Serbia. The modernization of the Vrla 1-4 plants is expected to increase installed capacity by 8 MW and annual production from 300 to 310 GWh.
The rehabilitation works, which will take four years and cost an estimated €82.4 million, will be financed from the proceeds of a €67 million loan from the European Bank for Reconstruction and Development (EBRD) and a grant of €15.4 million from the WBIF. The loan and grant financing will be administered by the EBRD. Two tenders will be launched, and financed from the bank’s funds, according to a procurement notice published on the EBRD’s procurement website. A first contract for the procurement of works will be based on the EBRD’s two stage open tendering procedure. A second contract will be tendered for the supervision of the project based on the bank’s open tendering procedure. Procurement will be conducted using the EBRD Client E-Procurement Portal (ECEPP). Interested parties are invited to register in ECEPP (https://ecepp.ebrd.com). Registered entities will be notified directly when any procurement opportunities are published.
Procurement of works in a two stage, open tendering procedure, shall be conducted according to the EBRD Procurement Policies and Rules. EBRD’s Procurement Policies and Rules (PP&R) will be implemented, and contract conditions will be based upon the “Conditions of Contract for Plant and Design – Build” (FIDIC, Yellow Book), Edition 1999, according to the procurement notice.
