Bolivia’s state-owned power supplier Empresa Nacional de Electricidad (ENDE Corporación) invites bids by 20 June for the design, supply, installation and construction of the El Cóndor small hydropower project.
The turnkey contract is to be financed by KfW, the German Development Bank, which has provided funding to the Government of Bolivia to support the generation of renewable energy by small hydropower plants and corresponding design and construction services.
According to the tender notice published on 6 May, the budget for the contract has been fixed at US$ 6 297 422. Proposals which exceed the budget price will not be considered. The duration for the engineering and construction services for the El Cóndor small hydropower project is 720 days.
The contract will be awarded to an independent consultant or construction firm with proven experience in the design and construction of comparable projects. The tender for design and construction services is subject to regulations contained in the “Guidelines for Procurement of Goods, Works and associated Services in Financial Cooperation with Partner Countries” (www.kfwentwicklungsbank.de/Download-Center/PDF-Dokumente-Richtlinien/Vergabe-E.pdf).
Proposals for contract LPI-KfW-ENDE-001 should be submitted to the address below no later than 15:30 hrs on 20 June. All proposals must include a bid bond of US$ 62 974.22 or its equivalent in the local currency (bolivianos), with a validity period of 120 days from the day of bid submission.

Meanwhile, Empresa Nacional de Electricidad (ENDE Corporación) has extended until 27 May the deadline for bids from qualified consultants to carry out studies of small and medium hydroelectric plants (approximately 10-50 MW), wind and solar powerplants. The selected consultant will be required to prepare a pre-feasibility study for the project in the first stage, and then feasibility studies, to establish a technical and financial classification. The consulting services are expected to be financed by KfW, the German Development Bank, with German financial cooperation funds, although this is still subject to the signing of the financing agreement.
The results of the pre-feasibility studies will serve as the basis for two or three feasibility studies for small and medium-sized hydroelectric plants, wind and solar powerplants. Only up to three of the projects analysed and selected by KfW and ENDE will be considered for financing under Bolivian-German Financial Cooperation. The studies should be carried out in accordance with the KfW criteria for projects financed under the German financial cooperation and the respective contracting criteria.
The contract will be awarded to independent and qualified consulting firms with international and regional experience in the hydroelectric, wind and solar energy sectors. Interested bidders are recommended to establish consortia between international and national consulting firms.
