Electro-mechanical equipment sought for Arvigo, Switzerland

Pakistan’s Water and Power Development Authority (WAPDA) invites prequalification bids for two separate contracts by 7 January for the civil works and supply of electro-mechanical equipment for the 1410 MW Tarbela V Extension hydropower project on the river Indus in the northwestern province of Khyber Pakhtunkhwa.

The Tarbela V scheme, which is to be co-financed with loans provided by the International Bank for Reconstruction and Development (IBRD) and the Asian Infrastructure and Investment Bank (AIIB), is expected to generate an additional 1810 GWh/year for the national grid from the existing irrigation tunnel.

Contract I, which covers the civil works, comprises the modification of the steel-lined tunnel 5, construction of intake, powerhouse, tailrace and related civil works, as well as the design, supply, installation and commissioning of the penstocks. Contract II for the electro-mechanical works entails the design, supply, installation, commissioning and testing of vertical shaft Francis turbines, 470 MW generators, the main inlet and relief valves, generator transformers, 500 kV SF6 circuit breakers, switchgear, control instrumentation and SCADA systems and other powerhouse equipment.

The prequalification processes, bidding and implementation of contracts I and II will be carried out simultaneously. Applicants bidding for both contracts and who want to be prequalified for both contracts should meet the prequalification requirements on an aggregate basis for both contracts.

It is expected that invitations to bid will be launched from the first week of April 2020.

Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised 2014), and is open to all applicants from eligible source countries, as defined in the guidelines. A complete set of the prequalification documents, in English, may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a non-refundable fee of PKR 10,000 or the equivalent in a freely convertible currency. The payment shall be made through pay order/demand draft/banker’s cheque/online transfer (PK40UNIL 0109 0002 3881 8822 CIF#: 22505319) in the name of Chief Engineer & Project Director, Tarbela 5th Extension Hydropower Project; the document should be sent by courier service. Applications for pre-qualification for Contract I – Civil Works should be submitted in sealed envelopes, delivered to the address below up to 11.00 hrs local time on 7 January 2020 and be clearly marked “Application to Pre-qualify for Tarbela 5th Extension Hydropower Project – Modification of Tunnel 5, Construction of Intake, Power House, Tailrace and related Civil Works, Plus Design, Supply, Installation and Commissioning of Penstocks. Applications for pre-qualification for Contract II – Electro-mechanical Equipment should be delivered to the address given below up to 12.00 hrs local time on 7 January 2020 and be clearly marked “Application to Pre-qualify for Tarbela 5th Extension Hydropower Project– Design, Supply, Installation, Commissioning and Testing of Electromechanical Equipment.”
