Deadline approaching: Project Management Consultant sought for Pakistan’s 300 MW Balakot project

Pakhtunkhwa Energy Development Organization (PEDO) seeks to recruit an experienced engineering consultancy firm as project management consultant to assist with the development of the Balakot hydropower project in Pakistan’s northwestern province of Khyber Pakhtunkhwa. Expressions of interest are sought by 29 July.

The 300 MW run-of-river hydropower scheme on the river Kunhar river in Kaghan Valley, will comprise a 58 m-high gravity concrete dam, with a crest length of 130 m and width of 8.5 m, which will impound a 2.2 km-long reservoir, with a gross storage of 3.6 x 106 m³ at the normal operation level of el. 1288 m.

An underground powerhouse will be supplied through a 9.1 km-long concrete-lined headrace tunnel and equipped with three 100 MW vertical axis Francis units (for a 218 m net head and 154 m3/s turbine flow), two of which will be connected to the 500 kV grid and one unit to a 132 kV grid to supply the local grid of the Balakot area. The project will cost an estimated US$ 700 million.

The consultant will be required to provide technical, managerial and contractual support to PEDO, the executing agency, during the entire cycle of the project, from the procurement of the EPC contractor (bid evaluation and contract negotiations) through construction up to commissioning and the first year of operation. The PMC will be responsible for reviewing and approving the design, and monitoring the construction process including IPC certification for PEDO and will also be responsible for the development of the PEDO team for the operation and maintenance of the plant. The consultant will be appointed for a forecast period of seven years or closure of the ADB loan (whichever happens first), including pre-construction procurement phase and the construction phase. The expected date of commencement of the assignment is February 2020. The contract, which is to be financed by the Asian Development Bank (ADB), has a total estimated budget of approximately US$ 18 million. The consultant should have a proven track record in the detailed design, selection, monitoring, supervision and co-ordination of contractor(s), operation and maintenance of at least one comparable hydropower project.
