Contractor sought for reconstruction of Lebedinovskaya plant

Chakan GES, a fully-owned subsidiary of OJSC National Energy Holding Company (NEHC), Kyrgyzstan's state-owned energy holding company, invites bids by 13 January 2025 from qualified contractors to carry out the reconstruction and modernization of the 7.6 MW Lebedinovskaya hydropower plant on the Western Great Chui Canal.

A two-stage open tender was launched on 19 November. The scope of supplies and services comprises the design, manufacture, supply, installation, testing and commissioning of:

  1. electro-mechanical equipment, including two Francis vertical radial-axial turbines, two generators, electro-hydraulic regulators and digital controllers, a generator excitation system and pre-turbine valves as well as auxiliary equipment; and,
  2. hydro-mechanical components, including two 55 m-long penstocks, two draft tube gates for the suction pipes of the lower stream, the repair of two draft tube gates for the bottom outlet and associated lifting mechanisms.

The contractor will also be required to supply, install and commission control and protection equipment, a measurement system and monitoring devices, communication and telemechanics and control and monitoring system, as well as two 10 MVA step-up transformers with a voltage of 35/6 kV, 35 kV open switchgear, complete 6 kV switchgear and a system of own needs for the derivation station.

Rehabilitation of the ageing plant, which was commissioned between 1943 and 1948, will entail the replacement of the two units and auxiliary systems, resulting in an increase in its installed capacity to 10 MW and in its annual electricity output by 56 per cent to 50.3 GWh. New efficiency and safety measures will also help the plant improve its resilience to climate change and adapt to changing water flow levels. In normal mode, the Lebedinovskaya plant operates in parallel with the national grid through the network of the Chui Electric Network Enterprise. However, when the frequency of the energy system drops to a critical value, the dividing automation must be triggered so that the plant operates in an isolated network with the load of the system’s own needs and with the load of three cable lines.

The modernization of the run-of-river station, which is an important supplier of electricity to the capital city of Bishkek, is being financed by EBRD, which agreed financing of €13.8 million in March 2023, comprising a sovereign loan of €8.8 million and an investment grant of €5 million. The project will be implemented by Chakan GES, which operates nine small hydro plants with a total installed capacity of 38.5 MW in and around the city of Bishkek, located on the river Alamedin.

Contracts will be subject to the Bank’s Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
