The contracted works, which are to be financed by KfW, represent the third rehabilitation phase of the Six Hydropower Plants Programme and comprises a number of mechanical, electrical and construction measures for the rehabilitation of the Vrutok, Vrben, Raven, Tikves, Spilje and Globochica plants, as well as works on two associated dams (Mavrovo and Globochica) and other associated structures.
The consultant will be required to provide expertise in concept preparation, tendering, engineering, construction and commissioning supervision and project management services to ESM to ensure the successful implementation of the project with respect to time, cost, and quality and in compliance with national ESHS regulations and international ESHS standards. The consultant shall support the PEA in its role as FIDIC owner’s representative under the FIDIC Yellow Book and FIDIC engineer under FIDIC Pink Book contracts. The consulting services comprise primarily the following tasks: (i) Elaborating the implementation concept; (ii) Elaborating the concept and/or detailed design; (iii) Preparation of an Inception Report and a Project Planning Report; (iv) Elaboration of lot specific Environmental and Social Management and Monitoring Plans (ESMMPs) with site specific features, based on Environmental and Social Site Risk Assessment (ESSRA) document and project Environmental and Social Management Plan (ESMP), agreed in Environmental and Social Commitment Plan (ESCP). The ESSRA, project ESMP and ESCP will be provided by the employer; (v) Preparation of the prequalification and tender documents, including technical tender design and conducting the prequalification and tender process in compliance with KfW Procurement Guidelines (Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries, 2021) and the environmental, social and health standards; (vi) Review and approval of project technical documentation; (vii) Supervision of all project activities; (viii) Project monitoring and assistance with regard to quality control, time schedule, procurement plan, project progress and invoicing in accordance with the Direct Disbursement Procedure of KfW Disbursement Guidelines, cost controlling and financial reporting, project management, contract management and claim management; (ix) providing ESHS services: preparation of ESHS tender requirements and monitoring of the ESHS process during project implementation according to national regulations, KfW Development Bank Sustainability Guideline, World Bank Environmental and Social Standards (ESS) and World Bank General and Sector Specific EHS Guidelines; (x) Factory (FAT) / site (SAT) acceptance, inspection, testing and commissioning; (xi) Preparation of monthly, quarterly and yearly reports, acceptance test reports, site inspection reports, project completion report, minutes of meetings. All reports shall include ESHS aspects and incidents and accidents; and (xii) Monitoring of the achievements of project objectives. The award of the consulting services is planned for Q3 2022. The total implementation time is planned from 2022 to 2026 with installations taking place between 2023 and 2025.
