Consultancy services sought to study floating debris management for Rusumo Falls

NELSAP-CU, an investment arm of the Nile Basin Initiative (NBI), invites expressions of interest by 23 October from consultants to carry out a feasibility study on management of floating debris at the Regional Rusumo Falls hydroelectric project (RRFHP) on the river Kagera on the border between Rwanda and Tanzania.

NELSAP-CU is the implementation agency for the 80 MW project on behalf of Rusumo Power Company Limited (RPCL), a special purpose company equally owned by the Governments of Burundi, Rwanda and Tanzania. It has been mandated for the implementation of RRFHP during the preparation and construction phases. RPCL holds the rights to develop, construct, own, and operate the cross-border run-of-river project. The consultancy services will be financed by the World Bank under NELSAP’s Regional Rusumo Falls hydroelectric project. In addition to the installed trash rack cleaning machine, RPCL seeks the services of a consultant to evaluate the possibility of having an alternative system that could supplement it to clean and dispose of floating debris/vegetation, automatically and independently from the trash rack cleaning machine.

Interested consultant firms should demonstrate capability in providing technical advisory services for the feasibility study on floating debris management in hydropower plants of similar nature and having carried out such work on at least two other assignments. The consultant team should comprise multidisciplinary experts with appropriate qualifications and experience and indicative key team members include a Team leader, civil engineer and environmental experts. The full Terms of Reference are accessible at http://nelsap.nilebasin.org and www.rusumoproject.org.

Expressions of interest must be delivered to nelsapprocurement@nilebasin.org with copy to srusagara@nilebasin.org/cmahirwe@rusumorplc.com by 17.00 hours on 23 October. The consultant will be selected in accordance with the Consultant Qualification Selection (CQS) set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition, Revised July 2014).
