Consultancy services sought for three major projects in Ethiopia

Ethiopian Electric Power (EEP), Ethiopia’s state-owned power utility, invites Expressions of Interest (EOI) by 12 July from qualified consultants to assist with preparing studies for three major hydropower projects. EOIs are sought for the preparation of a feasibility study for the 100 MW Genale Dawa 5, and amendments to the existing feasibility, ESIA and RAP studies for the 371 MW Geba stage 1 and 2 project and 422 MW Halelle Werabesa stage 1 and stage 2 scheme.

The consultants will be required to review and update all the existing reconnaissance, pre-feasibility, feasibility, ESIA and RAP studies of the three projects supported by additional site survey and investigation as required, in accordance with national applicable laws, rules and regulations and best international practice, performance standards and guidelines, to be acceptable to any international financers. The consultancy services are to be financed by the African Development Bank (AfDB) within the framework of the Mekele-Dallol and Semera-Afdera Power Transmission Supply for Industrial Development and Access Scale-up Project.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may constitute joint ventures to enhance their chances of qualification.

The shortlisting criteria are:

(i) Core business and years in business;
(ii) Relevant experience in the field of assignment; and,
(iii) technical and managerial capability of the firm.

Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the AfDB’s. Operational Procurement Manual, dated October 2015. A consultant will be selected in accordance with the QCBS method set out in the consultant guidelines.
