Consultancy services sought for FPV array on Kpong reservoir, Ghana

The Volta River Authority (VRA), Ghana’s main power producer and supplier, has launched the first stage of a two-stage international bidding procedure for consulting services for the installation of a utility-scale floating solar photovoltaic (FPV) power plant on the Kpong reservoir. Expression of Interests (Pre-Qualification) are invited by 7 June for the role of Implementation Consultant.

The project is planned to be implemented in two stages, with an estimated total generation capacity of 30 MWp in the first phase. Through the involvement and financing of private investors, the plant is to be later expanded to around 50 MWp in a second phase. German bilateral financial cooperation funds are earmarked for phase one, which is being implemented by the German Development Bank (KfW).

The reservoir on which the FPV array is to be installed is impounded by the Kpong dam, also known as the Akuse dam, a 148 MW hydroelectric power generating dam on the lower Volta River near Akuse.

VRA has requested KfW to assist in the selection of a suitable Implementation Consultant (IC) who shall support the Project Executing Agency (PEA), VRA, in: (i) project management, (ii) tendering, (iii) construction supervision, (iv) commissioning, (v) operation and maintenance, (vi) ensuring compliance with national and international Environmental, Social, Health and Safety (ESHS) requirements, (vii) promoting gender equality, (viii) developing financial models to stimulate private sector involvement, (ix) marketing and public relations activities, and (x) training of relevant stakeholders.

The objective of this assignment is to ensure the successful and timely implementation of the project in accordance with national and international good practices. The total implementation period for the services is expected to be 42 months from date of project commencement (including the Defect Notification Period).

The consultant must demonstrate that suitably qualified and experienced experts are among its key personnel, who have the appropriate level of academic and professional qualifications and expertise gained in similar projects and countries, and with similar hazards and risks. It is required that the applicant has proven experience to work as a Implementation Consultant/Owner’s Engineer for floating and land-based utility-scale solar PV power projects and associated power evacuation infrastructure. The applicant must also involve local consulting firm(s)/JV partner(s)/individual experts) to combine local and international expertise to the maximum extent possible. The contract will follow KfW’s specimen contract. The selection of experienced consultants is subject to the regulations contained in the latest version of the “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries” available at https://www.kfw-entwicklungsbank.de/Service/Procurement-Regulations.
