Consultancy services invited for expansion of Perućica in Montenegro

Elektroprivreda Crne Gore AD Nikšić (EPCG), Montenegro’s state power producer, has announced an internationally open tender for consultancy services for reconstruction and modernization of the Perućica hydropower plant.

Expressions of Interest are invited by 3 September from qualified, independent, and internationally experienced engineering firms to assist with the supervision of construction and supply services including contract management and commissioning as well as services during the contractor’s Defects Liability Period.

The project, which is financed by KfW, shall encompass the installation of an additional Pelton turbine (Unit U8), with a rated capacity of 58.5 MW, raising installed capacity from 307 MW to 365.5 MW, while the discharge would increase from 68 m³/s to 81.75 m³/s. The powerhouse and switchyard of Perućica were designed and built to accommodate an envisaged additional unit. The eighth unit will be connected to the third penstock of the plant, designed for the installed discharge of 3 x 12.75 m³/s for three units (U6, U7 and U8). The plant was commissioned in 1960 and is the oldest large hydropower plant in the country.

The Implementation Consultant will only be responsible for services to be rendered during construction and commissioning of the above-mentioned equipment. It is anticipated to finalize the supply and construction contract by March 2025.The selected consultant will be required to assist EPCG with:

(i) Project management and contract Management; (ii) Review and approval of the contractor’s documentation;
(iii) Preparation of the Final Design in line with national legislation applicable to the area of structure design and construction; (iv) Factory inspection and testing; (v) Supervision of civil structures works; (vi) Supervision of equipment installation; (vii) Testing and commissioning; (viii) Manage Environmental, Social, Health and Safety (ESHS) impacts; (ix) Cooperation with the authorized commissions and inspection authorities; and, (x) Services during Defects Liability Period.

The services shall also include expert assistance to EPCG for fulfilling their reporting duties on project progress to KfW. The consultancy services shall be carried out in close consultation with EPGC and KfW in all aspects of the assignment.

The consultancy services shall be financed from a loan provided by the German Federal Ministry for
Economic Cooperation and Development. The selection of the consultant will be guided by the
latest version of the “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and
Non-Consulting Services in Financial Cooperation with Partner Countries” (refer to the homepage of KfW).

It is foreseen to assign the services to an international consulting firm/joint venture experienced in the hydropower sector and the region with a minimum annual revenue of EUR1.2 million (firm or joint venture). The consultant is encouraged to collaborate with domestic consulting firms and/or individual consultants as well as specialized consultants/experts if deemed necessary to reinforce the needed local, institutional, educational and technical competence.
