Expressions of interest (EOIs) are invited from national and international qualified individual consultants by 4 November.
The technical adviser shall provide all required assistance related to the design of new dams and design of major rehabilitation works for existing dams. The technical adviser shall also advise on the monitoring of the structural and safety aspects of existing dams and their operation and maintenance. The construction management and contract administration expert will be required to provide expert advice and input to the construction supervision and management of all on-going work contracts related to dam construction and rehabilitation.
The service provider will also have to provide input on contractual aspects such as claims assessment and contract administration for the successful completion of the projects.
The MEPU is currently implementing three dam projects:
- Design review and construction supervision of the Rivière des Anguilles dam;
- Rehabilitation of La Ferme dam; and,
- Feasibility study for the enlargement of La Nicolière reservoir.
The Rivière des Anguilles dam is a proposed new rockfill dam, with a maximum height of 60 m and crest length of 2200 m, that is designed to impound a reservoir with a storage capacity of 12.5 x 106 m3 at a maximum operation level of 209.5 m, covering a total submerged area of 135 ha and with the ability to provide a regulated annual yield of 50 x 106 m3.
La Ferme and La Nicolière are both existing homogeneous earthfill dams, with storage capacities of 11.52 x 106 m3 and 5.26 x 106 m3 at Maximum Operation Levels of 146 m and 249 m, respectively.
The service contracts, which are to be funded by the Government of Mauritius, are expected to span over a period of five years from the award of contract. The initial contract duration will be one year. The contract may be renewed on a yearly basis or an agreed period between the client and the service provider, upon satisfactory performance and depending on the client’s need. A minimum of five qualified consultants are expected to be shortlisted for each position and invited in December 2024.
For both the positions of technical adviser and construction management and contract administration expert, bidders should have at least a degree in civil engineering with a minimum of 20 years relevant international professional experience in dam design and operational management and in dam construction, respectively. The technical adviser and construction management and contract administration expert must each also have been involved in at least two dam projects demonstrating practical work experience specific to the scope of their respective contracts.

Expressions of Interest and all accompanying documentation shall be submitted in English and labelled “Technical Adviser” or “Construction Management and Contract Administration Expert” with Procurement No. MEPU/EOI/07/24-25. EOIs should be submitted not later than 13:30 local time on 4 November. EOIs can be submitted by hand or by courier services but not by electronic mail.
