Consultancy services sought for 780 MW Jangi-Thopan-Powari project, India

Indian hydropower producer SJVN, a joint venture of the Government of India and the Government of the northern state of Himachal Pradesh, invites requests for proposals by 15 May from qualified consulting firms to assist with obtaining environmental clearance for the 780 MW Jangi-Thopan-Powari hydropower project.

SJVN was awarded a 70-year concession for the Jangi-Thopan-Powari hydro project by the Government of Himachal Pradesh in November 2019. The project, on the river Satluj in the district of Kinnaur, is to be developed on a build, own, operate and transfer (BOOT) basis.

SJVN seeks proposals for consultancy services during three stages of EIA Notification 2006, scoping, public consultations and appraisal, which will primarily involve, but not be limited to: application for terms of reference (TOR) and obtaining scoping clearance; preparation of EIA/EMP studies and  reports thereof or any other report/observation(s) desired by the EAC for the granting of environment clearance (EC); application for prior EC; and, presentations before EAC and during public consultation, which will include any additional study/conditions imposed during the TOR and EC process and reports thereof. All studies including a biodiversity study will be performed as per the guidelines and norms laid down by the statutory bodies including the Ministry of Environment, Forest and Climate Change, Government of India, State Pollution Control Board, or any other regulatory or statutory body of the Central or State Government for ECs. In addition, the consultant will provide all assistance to SJVN during the process of obtaining requisite ECs from statutory bodies. SJVN invites proposals from single consultants only in a two-part, single stage bidding process involving the submission of a techno-commercial bid and a financial bid on domestic competitive bidding, through the electronic tendering system E-Tender. The RFP document containing the Detailed Notice Inviting Proposal, Instructions to Consultants, Technical Proposal, Financial Proposal, and Standard Terms of Reference, are available at SJVN’s E-Tender portal, sjvn.abcprocure.com.
