Construction management and supervision firm sought for Tamakoshi V

Tamakoshi Jalvidyut Company (TKJVC), a wholly owned subsidiary of the Nepal Electricity Authority (NEA), invites expressions of interest by 3 March from experienced consultancy firms to carry out construction management and supervision of the 101 MW Tamakoshi V hydroelectric project in the Central Development Region of Nepal.

The scope of consulting services include but are not limited to: review available detailed engineering design, detailed engineering design report, engineering, procurement and construction (EPC) bidding documents and, other available documents related to the project construction; assisting the client/employer during bid evaluation (technical and financial proposal evaluation) and contract negotiation between the client and EPC contractor; review and approval of construction design/drawings submitted by the EPC contractor with consent from the client; construction supervision and quality control of the project; and, monitor the construction schedule and maintain the original schedule.

It is expected that the contract will last about 60 months with expected input of 140 professional person-months. The run-of-river project, in the Dolakha District of Janakpur Zone, which will cost an estimated US$ 165 million, is to be financed by a sovereign-backed loan of US$ 112 million from the Asian Infrastructure Investment Bank (AIIB) and counterpart funds to be provided by the Government of Nepal through the state power utility NEA. It is designed to operate as a cascade with the upstream 456 MW Upper Tamakoshi, which is under construction. The project is scheduled to be implemented from December 2019 to December 2024, according to the AIIB.

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services, including a minimum average annual turnover (audited) of the best three years over the past five years of US$ 3 million or equivalent and should have completed two assignments similar in nature (construction management and supervision of hydroelectric projects) and scope during the past 15 years. The consulting firms must support their claims by providing information on core business and years of experience in the business, relevant experience (construction management and supervision of hydroelectric projects), the funding source(s), contract value and technical and managerial capability of the firm using appended forms in TOR. Consultants may associate with other firms to enhance their qualifications. A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Instructions for Recipient. Expression of Interests must be delivered in writing to the address below either by courier or in person.

Those firms that submitted an expression of interest in a previous tender dated 25 July 2018 have the option to either enhance their EOI or retain it as it is. In either case, the firms should send a written communication before the closing date.
