Bids sought for 300 MW of FPV at Ghazi Barotha hydropower plant in Pakistan

The Pakistan Water and Power Development Authority (WAPDA), with the financial support of the World Bank, invites sealed bids by 9 January 2024 for the design, supply, installation, testing and commissioning of 300 MW of floating solar PV (FPV) capacity at the 1450 MW Ghazi Barotha hydropower plant in northern Pakistan. The project, to be constructed over two years, will entail the development of a 150 MW FPV plant on the Ghazi barrage pond located in the Haripur district of the northwestern province of Khyber Pakhtunkhwa and a 150 MW FPV plant on the Barotha forebay pond in the Attock district of the central-eastern province of Punjab. The Government of the Islamic Republic of Pakistan has applied for financing from the World Bank toward the cost of the project.

A pre-bid meeting will take place on 16 November at Wapda House, Lahore, while a site-visit will be organized on 18 November. All bidders are strongly encouraged to participate in both the pre-bid meeting and the site visit. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, Fifth Edition September 2023 and is open to all eligible bidders as defined in the Procurement Regulations. The bidding document may be purchased upon the submission of a written application to the below-mentioned address and upon payment of a non-refundable fee of PKR 10 000 by demand draft, banker cheque, or online transfer (PK40 UNIL 0109 0002 3881 8822 CIF#22505319) in the name of Chief Engineer/ Project Director, Tarbela 5th Ext. HP. Bids must be delivered to WAPDA Auditorium WAPDA House, Sharah-e-Quaid-e-Azam, Lahore, Pakistan, on or before 11:00 AM, 9 January 2024. Electronic bidding will not be permitted. All bids must be accompanied by a bid security of US$ 4.5 million or its equivalent in another freely convertible currency. An unconditional bank guarantee from a reputable commercial bank from an eligible country can be accepted.
