Bid deadline extended for overhaul of unit 2 of Afghanistan’s Naghlu plant

Afghanistan’s National Procurement Authority (NPA), on behalf of the country’s state power utility Da Afghanistan Breshna Sherkat (DABS), has extended bidding to 26 May for the supply, installation, testing and commissioning of electro-mechanical and auxiliary equipment for the overhauling of unit 2 of the Naghlu hydropower plant on the river Kabul.

The contracted works are to be financed from the proceeds of grant funds provided to the Government of Afghanistan by the Afghanistan Reconstruction Trust Fund (ARTF), which is administered by the World Bank’s International Development Association (IDA), within the framework of the Naghlu Hydropower Rehabilitation Project.

Naghlu is the country’s largest hydropower plant with a nameplate capacity of 100 MW. Since 2006, the World Bank has been financing the rehabilitation of the electrical and electromechanical parts of the plant, which was built during the 1960s. The plant restarted operation of one of its four 25 MW units in May 2018.

Bidding will be conducted through international competitive procurement using a Request for Bids as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (revised July 2014), and is open to all bidders from eligible source countries.

All bids must be accompanied by a bid security of US$ 120 000, which should be valid for 28 days beyond the bid validity period of 148 days. Interested bidders should submit a written application to NPA’s office at the below-mentioned address to obtain the bidding documents in the form of a CD/DVD or Flash Memory free of cost.
