Toba Montrose, Canada: an independent power producer’s experience

The Toba Montrose project, shortly to be commissioned in Canada, demonstrates some advantages of private sector development, in terms of rapid progress following identification of the scheme, and creative solutions to increase construction efficiency. This article reviews the design of the scheme, environmental permitting procedures and measures taken to ensure early involvement of local stakeholders, which helped to achieve acceptance of the project.
