The ‘scheme freeze’ design stage in small hydropower: How to avoid a design thaw

This paper provides recent feedback from several small hydropower projects in the range of 5 to 25 MW at which, through the introduction of a rather unique step to the early stage design process, a series of successful outcomes have been achieved in delivering those projects by the engineering-procurement-construction (EPC) type of contract.
