Shared benefits and challenges of transboundary cooperation: The case of the Rusumo Falls project

The Rusumo Falls scheme, being implemented jointly by Burundi, Rwanda, and Tanzania through the Nile Equatorial Lakes Subsidiary Action Program (NELSAP) of the Nile Basin Initiative, presents an example of strong regional cooperation and is exemplary for similar transboundary cooperation in development for other countries. The authors describe the background to this development, now 92 per cent complete, its key features and regional benefits, as well as the challenges encountered.
