Consulting services sought for Baynes Hydropower Transmission Lines project

The Southern African Power Pool (SAPP) invites expressions of interest by 14 April from consultants to prepare bankable technical and economic feasibility studies for the 400 kV Transmission Lines project connected with the planned 600 MW Baynes hydropower plant. The contracted studies are to be financed by the African Development Bank through the NEPAD Infrastructure Project Preparation Facility. The Baynes hydropower project is planned to be developed along the Cunene river, 200 km downstream of Ruacana, on the border between Namibia and Angola. It is envisaged to function as a mid-merit peaking station shared equally by Namibia and Angola.

The assignment will require the preparation of a bankable technical and economic feasibility study and prepare specifications, design and tender documents for implementation of the interconnector project. The following deliverables are expected from the study: (i) Technical and economic feasibility Report; (ii) Detailed designs; (iii) Tender documents; and, (iv) a Project Information Memorandum (PIM). The bankable feasibility report will enable the two utilities (NamPower, Namibia and RNT-EP, Angola) to mobilise resources from international lenders for the implementation of the project.

Consultants may constitute joint ventures to enhance their chances of qualification. The consultant must have: (1) 15 years’ specific experience in power system analysis (steady state and dynamic) of large power systems and planning /analysis of interconnections; Economic and financial analysis of energy projects; Operation of large transmission networks; Design of substations and transmission lines; Load forecasting; Knowledge of national and international laws and regulations on the environment. (2) At least three similar assignments executed/under execution globally; (3) At least one similar assignment in developing countries. The firm should be able to field highly experienced multinational teams, covering at a minimum, areas such as: A Project Lead/Team lead; Substations  Engineer; Transmission Lines Engineer; Protection Engineer; SCADA and Telecommunications Expert; Power Systems Engineer/Planner; Civil Engineer; Procurement Expert; Social expert; Geotechnical Expert; Topographer; Economist or Financial Analyst; Market Specialist; and Legal Expert.
