Interested applicants must provide information showing evidence that they are qualified and experienced to perform these services, including at least five years’ experience/involvement in conducting Environmental and Social Impact Assessments for hydropower projects in Indonesia, and have experience collaborating with International Financing Institutions and/or Multilateral Development Banks.
Experience must be for hydropower projects ≥100 MW and for 150 kV transmission lines. The technical area and expertise must include an Environmental and Social Specialist, Socioeconomic analyst, hydrologist, safeguard specialist, biodiversity specialist, and a specialist in GIS/spatial mapping.
The client will also take into account for the evaluation of the applications the following items: skills and availability of in-house technical back-up experts provided to the on-site experts; local representatives/partners; and, quality assurance procedures and certifications of the applicant – specify the type or the label of the certification: for example, ISO 9001 or environmental and social certification.
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD Financed Contracts in Foreign Countries”, available online at: www.afd.fr.
The applicant shall submit only one application, either in its own name or as a member of a Joint Venture. If an applicant (including any JV member) participates in more than one application, those applications shall be rejected. However, the same subconsultant may participate in several applications.
