ESIA sought for Matenggeng pumped-storage project in Indonesia

Indonesia’s state-owned, vertically-integrated power utility, PT Perusahaan Listrik Negara (PT PLN) invites expressions of interest by 12 August from eligible consulting firms to undertake an updated Environmental and Social Impact Assessment (ESIA) and prepare all relevant documentation to comply with Government of Indonesia’s regulations and World Bank safeguard policies of the proposed 943 MW Matenggeng pumped-storage project in Cijolang Basin, West Java and Central Java province.

The tendered consulting services are to be financed by the World Bank under the Development of Pumped Storage Hydropower in Java Bali System programme. The detailed Terms of Reference (TOR) for the assignment can be obtained at https://nas.pln.co.id:5001/sharing/atOSBKZ0e.

The proposed project in the Cijolang River Basin, a tributary to the river Citanduy, will support Indonesia’s energy transition and decarbonization goal by developing a second large-scale pumped-storage hydropower plant, after the Upper Cisokan pumped storage (UCPS) plant which will improve the power system peaking and storage capacity of the Java-Bali grid that is necessary for integration of variable renewables such as solar and wind. The Matenggeng scheme will also support network management and reduce bottlenecks on the transmission system on Java-Bali.

Interested consultants should provide information demonstrating the required qualifications and relevant experience to perform the services including international environmental, socio-economic, labour, gender, forest conservation, community development and health and safety auditing experience of infrastructure projects, and having successfully completed at least one ESIA (including biodiversity impact assessment, critical habitat assessment, and so on) of large hydropower and/or dam projects in the last five years. Working knowledge and understanding of World Bank Environmental and Social Framework requirements or equivalent IFI policies as well as experience under World Bank safeguards policies (or other IFI’s safeguard policies including IFC Performance Standards) and Government of Indonesia Regulations is preferred. Skills and experience in community and stakeholder consultation in Indonesia, particularly in West Java and/or Central Java or similar conditions is also preferred.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications and each partner of JV should independently meet the EOI criteria. For consultants participating in the form of lead-sub consultant association, only the experience of the lead firm is to be evaluated. A consultant will be selected in accordance with the Quality and Cost Based selection (QCBS) method set out in the Procurement Regulations.
