The selected consultant shall act as the Project Management Consultant (PMC) for the whole project and act specifically as the ‘Engineer’ under the FIDIC Red Book contracts (for Lots 3A and 4), as the ‘Employer’s Representative’ under FIDIC Silver Book contracts (Lots 1, 1A, 1B, 2 and 3) and as appropriate under any remaining Lot 4 Early Works contracts, which broadly consists of: (i) Reviewing existing project documents at the onset of the assignment; (ii) Delivering general project management, project scheduling, document management and cost control services; (iii) Ensuring seamless transition with the current employer’s representative (ER, a joint venture of Tractebel Engineering and Electroconsult); (iv) Preparing/reviewing/updating Dam Safety Plans and ensuring that they are adequately in place for execution; (v) Assisting in the on-going procurement activities of Lots 1A, 3A and 4 and adhering to relevant guidelines and standards; (vi) Managing construction contracts and providing review and liaison services with respect to the appointed design engineers; (vii) Providing construction management services including on-site QA ensuring effective interface management between various construction contracts and supervision of contractors’ environmental and social performance, and (viii) Providing regular, timely updates to the employer on the project progress and any emerging issues.
The implementation period is 11 years, with an expected start date of assignment in January 2025. The estimated level of professional staff-months is 3400 person-months for key staff.

The request for EOI was previously published with a deadline for submission of 21 February 2024 which was subsequently extended several times. Consultants who already submitted their EOI and would like to submit a revised or new EOI must first withdraw their original submission.
