The construction of the 32 m-high, 470 m-long Farkwa Dam, which will impound a reservoir with a water storage volume of 470 million m3, is the centrepiece of the first phase of the Dodoma Resilient and Sustainable Water Development and Sanitation Programme (DRSWDSP). The DRSWDSP aims to improve the supply of water for the capital Dodoma and its surrounding communities through the development of water resources for domestic and industrial use, sanitation services and food and nutrition security. The project, which is expected to be completed in five years, is being financed by the African Development Bank (AfDB), which agreed to disburse a loan of US$125.2 million in May 2022.
The first phase will comprise the construction of the Farkwa Dam and a Water Treatment Plant, with a capacity of 128,000 m3 per day, preparation of water conveyance systems to Dodoma City and the towns of Bahi, Chemba and Chamwino, wastewater treatment and sanitation facilities, fisheries development, and catchment project and management and capacity development. The project is expected to benefit more than two million residents in the Bahi, Chemba and Chamwino districts, which have suffered droughts amid high population growth. The Farkwa Dam will be built across a valley downstream of the confluence of the rivers Bubu and Mkinki in Chemba District, in central Tanzania, about 130 km north of Dodoma. It is located within a semi-arid region, which experiences only seasonal rivers with mean annual rainfall ranging from 500-900 mm.
The assignment will be divided in to two stages. Stage I will consist of: (i) Project Inception to harmonize all project tasks, schedule and information with stakeholders; (ii) Review of detailed design including aligning detailed design with E&S safeguard documents, including the EIA, ESMP, RPF and RAP; (iii) Assistance during tendering based on AfDB procurement policy and FIDIC, respectively. Stage II consists of the supervision of construction of the dam, assistance during the Defect Liability Period (DLP); preparation of a Project Operation Manual for Dam operations; Capacity building measures in the Ministry of Water, and Dodoma Urban Water Supply And Sewerage Authority (DUWASA), and preparation of various project implementation reports. The estimated input time is 28 calendar months plus 12 months for the Defects Liability Period.
