Pre-qualification applications are sought by 16 August for the construction of a high dam including spillway, intake tower, diversion/ outlet culvert, upstream cofferdam and hydropower plant.
The dam, which is to be constructed on the Muvumba River, 12 km upstream of Nyagatare town in Nyagatare District in northeastern Rwanda, will have a height of 39 m and will impound a reservoir with a storage capacity of 55 million m3. It is designed to supply water for domestic use, irrigation and livestock. A 1 MW (500 KW x 2) hydropower station is expected to generate 6.94 GWh annually. The dam and hydropower plant are to be developed under the Muvumba multipurpose water resources development programme, which is being co-financed by the African Development Bank.
The programme is envisaged to supply about 24,000 m3 per day of water to 300 000 people in the areas of Karangazi, Rwimiyaga and Nyagatare in addition to livestock use. The command area of the irrigation scheme is estimated at 7380 ha covering Tabagwe, Gatunda, Karama, Rukomo, Nyagatare, Rwempasha, Musheri and Rwimiyaga sectors. The programme will also contribute to flood control.
It is expected that the Request for Bids from prequalified bidders will be launched in September 2022. Pre-qualification will be conducted through the procedures as specified in the African Development Bank’s Procurement Policy for Bank Group Funded Operations, dated October 2015 (“Procurement Framework”), and is open to all eligible applicants as defined in the Procurement Framework. A complete set of prequalification documents in English may be obtained free of charge upon the submission of a written application and collected from the Rwanda Water Resources Board Head Office at the address below.
A pre-application meeting is scheduled to be held online at 10 am Kigali time on 22 July. Applications for pre-qualification should be submitted in clearly marked envelopes entitled “Application for Pre-qualification for construction of Muvumba Multipurpose Dam and power plant installation; Tender No. P000066/2021/2022/RWB”, and delivered to the address below by 3 pm on 16 August.
