Mozambique’s state power utility Electricidade de Moçambique (EDM) has applied for financing from the African Development Bank toward the cost of feasibility studies for a proposed floating solar PV project on the reservoir impounded by the Chicamba dam in the western province of Manica, near the border between Mozambique and Zimbabwe.
Expressions of interest are invited by 28 January from qualified consultants to carry out a full feasibility study outlining technical and financial feasibility, an environmental impact assessment for the powerplant infrastructure and interconnection lines and also the environmental impact of the dam and marine ecosystem and socio-economic aspects to guide EDM and other local stakeholders in its decision-making process. The overall aim of the project is to utilize existing water surfaces for power generation and to save arable lands for agriculture purposes as well as contribute to better hydrological regulation. The assignment should be supported by a preliminary environmental and social impact assessment, including the impact on local flora and fauna, local communities, local fishing, safety and security aspects. The assignment is expected to take approximately 14 months, and will require close collaboration with EDM and other government and non-government officials during this period.
Interested consultants must provide information indicating that they are qualified to perform the services. Consultants may constitute joint ventures to enhance their chances of qualification. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework” at www.afdb.org.
