The contracted works, which are to be financed by the European Investment Bank (EIB), will entail the rehabilitation and/or replacement of equipment installed in the plant, at the dam and in the 110 kV substation, including turbines and alternators, electrical and mechanical auxiliaries, hydromechanical equipment, substation equipment, instrumentation and control. In addition, repair work needs to be carried out on: the civil engineering of the plant and the 110 kV substation; the civil engineering work on the service roads leading to the structures; residential buildings for operating staff; treatment work for infiltration of the water intake; the roadway of the water intake bridge. The training of the operating personnel of the Garafiri plant and substation is also required.
The contract has an estimated total value, excluding VAT, of €10.3 million, and is expected to be completed within 24 months.
The EIB, the EU’s financing arm, agreed in December 2014 to provide financing totalling €60 million for the Projet Energie Guinée to redevelop four hydropower plants at Grand Chutes, Donkéa, Banéah and Garafiri that will increase power generation capacity from 75 to 122 MW.
The Garafiri hydropower facility comprises an 80 m-high embankment dam, which was constructed by Salini Impregilo between 1995 and 1999 for the purpose of power generation and water supply. The power station had a breakdown in 2002 but was repaired shortly afterwards.
The procurement documents for contract reference number: BEI-GtP/DAOI – 04 are available, on payment of a non-refundable fee of Guinean Francs 3 500 000.
